Thomas E. Karmgard is the former Division Counsel for the (BATFE) Bureau of Alcohol, Tobacco, Firearms, and Explosives (Phoenix Field Division) and a former Assistant United States Attorney. With more than twenty years of experience in Federal firearms matters, Tom has the expertise to counsel and instruct Federal firearms licensees concerning legal, regulatory and licensing issues; and to represent Federal firearms licensees with respect to ATF contacts including license applications, compliance inspections, closing conferences, and revocation/denial proceedings. He is also experienced in providing legal guidance relative to NICS denials and other issues related to firearms prohibitions and restorations of firearms rights.
Tom grew up in a working-class family in Chicago. He earned both his undergraduate degree in psychology and his Juris Doctorate, from DePaul University. He was licensed to practice law in Illinois in 1979.
After being licensed, Tom worked as an Assistant States Attorney handling misdemeanor and felony criminal matters, as well as civil litigation. He was then appointed as a Federal prosecutor, where he specialized in firearms, arson, and white-collar cases. Tom was subsequently hired by the Office of Thrift Supervision as a trial attorney to prosecute banks and bank officers following the savings and loan scandal of the 1980’s. He also prosecuted attorneys for ethics violations on behalf of the Illinois Attorney Registration and Disciplinary Commission.
Upon being hired by ATF in 2002, Tom provided legal counsel to ATF agents and industry operations employees in the St. Paul, Kansas City, Chicago and Detroit Field Divisions. He was then appointed the ATF Division Counsel for the Phoenix Field Division in 2009. In addition to providing legal advice to ATF employees, Tom has handled more than thirty license revocation/denial hearings and was also appointed as a Special Assistant United States Attorney to handle appeals of ATF administrative hearings to U.S. District Court. In addition, Tom regularly provided training on firearms and licensing issues to both ATF employees and Federal firearms licensees. He has also provided training for new ATF employees at the Federal Law Enforcement Training Center in Glynco, Georgia.
Tom will be “Of Counsel” to The Attorneys for Freedom Law Firm. His practice is limited to Federal firearms issues, matters relating to Federal firearms licensees, and providing assistance relating to firearms prohibitions and restorations.

Tom is married and the father of three adult children. His personal interests include travel, hiking, target shooting, photography, swimming, writing, and of course, fine cigars. He also has a collection of Viking swords and helmets.
